The best way to increase click through rates is to improve your Ad text itself. Make your Ad text interesting and enticing for a user to click on.
Here are some methods to increase click through rates:
1. Use of punctuation in key areas
2. Make the title a question and use the question mark at the end
3. Trail the final sentence with a string of 3 periods…
4. Include a % or $ to make your Ad stand out
5. Any method you can think of to make your Ad stand out!
6. Use a tool such as SpyFu.com to see what Ad text your competitors are using.

Include in the content of your landing page a link out to a highly reputable article/site (such as Wikipedia) about the targeted keyword. This re-affirms to Google’s Adwords algorithm that your page directly related to the users search query.
